Cops in Cortland County charge 2 after finding meth lab equipment, drugs in car

The New York State Police said Richard T. Stevens, 18, of 26 Grant St., Cortland, was charged with third-degree unlawful manufacturing of methamphetamine, a felony. Natalie C. Castor, 24, of 353 Coldbrook Road, Homer, was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor.
