A St. Lawrence County grand jury has indicted a Cortland man who is a registered sex offender on charges of third-degree rape. The indictment charges that on June 27 in the village of Massena, Christopher G. Wing, 30, a registered Level 3 sex offender in the city of Cortland, engaged in sexual intercourse with a 15-year-old girl.
